Fixes for Maintaining chapter of Emacs manual.

* doc/emacs/maintaining.texi (Version Control Systems): Drop Meta-CVS.
(Basic VC Editing): Remove redundant descriptions.
(VC With A Merging VCS): Make description more general instead of
CVS-specific.
(VC With A Locking VCS): Use VC fileset terminology.
